The Patient Protection and Affordable Care Act (ACA) of 2010 requires all states to establish a health benefit exchange (HBE), a consumer marketplace where uninsured individuals and families can gain access to affordable, quality healthcare coverage.
With the recently extended deadline of Dec. 14, 2012, to submit a Declaration Letter and Blueprint if they wish to operate a state-based exchange, states are currently deciding which model to operate under.
This KPMG Government Institute Issue Brief highlights the many decisions and actions a state electing to have the federal government operate their exchange (known as a Federally Facilitated Exchange or FFE) must address.
