Most states in the United States faced historic budget deficits in 2009. The budget shortfalls facing states in 2009 will continue to plague states in 2010 and possibly beyond.

In an attempt to balance budgets, many states reacted by increasing personal income and/or sales and use tax rates, limiting use of tax attributes, accelerating cash collections, reducing or eliminating vendor compensation, holding one-time amnesty programs, as well as a myriad of other interesting ways of raising revenues.
